On Thursday, April 10, Colorado Governor Jared Polis signed one of the nation’s most restrictive gun control bills into law.
SB-003, known as the “permit-to-purchase” scheme, effectively bans the sale and purchase of most semi-automatic firearms.
The bill requires gun owners to go through 12 hours of in-person training, go through a background check, ask for permission from a local sheriff, and pay hundreds of dollars in fees in order to purchase a semi-automatic firearm.
The bill will take effect August 1, 2026, to allow time to get the processes in place.
Rocky Mountain Gun Owners, state affiliate of National Association for Gun Rights, has been the lead group on tackling this legislation.
Ian Escalante, Executive Director of RMGO, had this to say about the bill signing:
“Jared Polis is leapfrogging California by signing SB-003 and subjecting Coloradans to a ‘buy back your rights’ permit-to-purchase scheme, opening the door to mandatory gun registration and confiscation.”
Over the course of the legislative session, RMGO delivered tens of thousands of petitions to legislators, urging them to vote “no” on SB-003.
Additionally, RMGO delivered 55,000 petitions to Jared Polis personally.
Now, RMGO is petitioning U.S. Attorney General Pam Bondi, asking her Second Amendment task force to investigate Colorado’s legislators for passing this gun control bill, among other restrictive anti-gun bills in the past four years.

SB-003 also bans “rapid-fire trigger devices” like bumpstocks and binary triggers.
