As English reformer and MP John Sadler wrote in 1649 in his pamphlet titled “The Rights of the Kingdom,”
“Men ought indeed have Arms, and them to keep in Readiness for Defence of the King and Kingdom,” but Parliament defined which men were to “provide and bear arms, how, and when, and where.”
